Richard, a member of the Citizen Band Potawatami, is a veteran of the US Army Infantry troops serving in WWII, Korean occupation and Korean Police Action achieving the rank of First Lieutenant. He is a member of Who's Who in the Oklahoma Military Hall of fame.
Richard developed and served as the first Director of Central Valley Indian Health in Clovis, California. He was a credentialed employee with Fresno Unified School district for 17 years and taught Ethnic Studies at Fresno City College. Richard was program director for 10 years of Title IV-A Indian Education, Office of State and Federal Programs.
Richard was a member of California Indian Education Association for 19 years including 2 years as President. He was on California Ronald Reagan's Indian Task Force from 1971 to 1986 and on California Governor Jerry Brown's Native American advisory Council State Parks and Recreation from 1977 to 1983. He served as Co-Chairman for the Minority Advisory Council (MAC) from 1971 to 1986, KFSN-TV, Channel 30 in Fresno. Richard has been an Indian Resource Consultant, worked with County Planning Department and State and County Archaeological Groups. He was a Reader for Office of Indian Education, Title IV-C Washington DC and a Past Member of the Board of Directors of DQ University in Davis, California.
